Strange Message From App Server

We have installed and configured an Application Server.  To test it we typed http://<server_name>/appserver/service.asmx/ into an IE 11 web browser and received this message:

Could not load file or assembly 'Accusoft.BarcodeXpress9.Net' or one of its dependencies. Access is denied.

The system is licensed for Bar Code Generator, but the MRG states that the App Server must be properly working before Bar Code Generator is installed. 

Does anyone have any information as to why this error is generated?

Hi Steve,

Was the Hyland.Applications.AppEnabler.Connector.dll file installed in the same directory as Barcoder.exe?  I know I have had problems with some modules that did not have the correct .dll's installed.
