is there a way to execute Script Hooks in Unity without having Unity API License?

You would need the Unity Automation API License

Scott is correct. You will need to have the Unity Automation API license in order to excute Unity script from within OnBase.  For more information about aquiring this license you may wish to contact your Hyland account manager.
