Create Unity Forms and Save Documents without the option to Create New Documents

We would like to have our users  be able to submit Unity Forms and be able to save a document if needed.  In User Group privileges we turned on Create to be able to submit the Unity Forms but they were then able from retrieval to Send To>Create New Document. To remove that function we removed Copy to Clipboard/Save As. But now the users that are needing to save a report to their desktop (Send to>File) for one reason or another are unable to do this. Is there a configuration setting that would allow us to create/submit a Unity Form, Sent to File to save a document and NOT Send To>Create New Document?
