Business Insight - Unable to view report

***I ran into this issue when I upgraded our test environment. I had no issues when I upgraded the Dev environment.

Perceptive Content version: 7.2.3

Integration Server version: 7.2.3

Business Insight version 7.2.3

Oracle runtime version: 11g

 

Issue:

When I logon to Business Insight and select a report to view, I receive the following error message:"QE-DEF-0285 The logon failed"

When I attempt to run the BIintegrator I receive the following message: 

ImageNow Business Insight Integrator Utility

Connecting to Business Insight... log4j:WARN No appenders could be found for logger (com.cognos.org.apache.axis.i18n.ProjectResourceBundle).
log4j:WARN Please initialize the log4j system properly.
success
Authenticating against the BI namespace... success
Installing Perceptive theme... success
Client Error
QE-DEF-0285 The logon failed

 

Has anyone seen this before? I would greatly appreciate the help.

 

I can do  TNSPING and I'm able to successfully connect to the imagenow database as well as business insight database.

There are no issues with IBM Cognos, I can test connectivity successfully to the content store.

Cognos version is 32 bit, Business Insight is 32bit, Oracle is 32bit

 

Things that I've tried:

1. Setting the TNSADMIN environment variable

2. I have unistalled/re-install oracle run time.
