At what version/build of OnBase is Windows 10 1909 supported?

I'm curious as to what is the first version/build of OnBase that is supported with Windows 10 1909? The Third party compatibility list doesn't specify.

Now there seems to be an inconsistency with the Third-party compatibility list.

.NET 4.8 is compatible with OnBase at EP1 and yet Windows 10 1909 is compatible with OnBase at V18. Since Windows 10 1909 contains .NET 4.8, what’s the right answer here?

Has this been addressed? We installed the latest windows patch and users seem to have issues with opening DocPop. We are in version 15 and prompted with the "Invalid query attempt" error.
