Using workflow to move documents based on comparison to an external list

I would like to use workflow to move approximately 8,000 documents from one type to another.  I can identify the documents based on the Tax ID # keyword on them.  I have used workflow in the past to move documents, but in that case was able to identify the docs to be moved based on a keyword range (i.e. Acct # between 1 - 1000).  In this case I have a list of the 8,000 Tax ID #'s I want to compare documents against to identify those that should be moved.  Is there a way to use the "compare to" criteria to compare against an external list?  Thank you in advance for input/suggestions.

Have you tried creating a custom query, where you join against this external table\list?  The query should only return the onbase records you want.  Then you could highlight all, or maybe 1000 at a time and execute workflow...  I haven't tried this, but theoretically it seems like it should be possible...
