Staple Note Type Configuration

I am just sure I am missing something obvious, but alas, I cannot find it.  How on earth do you configure a  Staple Note Type?  When I go to Note Types, Staple is not listed as an option.  Just Note or Annotations.  I have read over the entire SysAdmin MRG related to notes and staples and I just don't see it.  Please help.  This is driving me crazy and seems like it should be pretty darn simple.

I think the Staple and Back Staple note types are pre-configured.  When I try to view the attributes of those note types I get a message that I "may not change the configuration for this default system data".  

You might try logging into Config as Manager and give rights to this note type in order to use it.
