Security Keywords on User

Hi,

I have a User with a simple Security Keyword defined at the User level.  This user is in User Group A.  The user can only see the restricted documents.  I created a new user group B and switched the user into user group B (removed from A) and now the user sees all documents.  Both user groups have bare minimum privileges/product rights and only this single user.

What am I missing?

Are there any security keywords set at the User Group B level? Also how is the security keyword set at the user level (i.e EQUAL TO vs. NOT EQUAL TO)?
