Scanninglog Actionnum 41

Does anyone know what actionnum 41 is on the scanninglog table? I can't find a reference to it in the Database Reporting Guide and this action is occurring on some batches I am troubleshooting.

actionnum = 41 reference Zonal OCR In Progress.
