Non Admin Keyword Maintenance

Sorry if this is a NOOB questions:

I want to allow a manager to update a keyword list of items without giving them admin access.

That keyword list would be used on an EForm for submiting work updates.

What would be the best way to do this?

This topic is of interest to me, but I am just not quite grasping Mike's suggestion.  I understand John's.  Mike - can you post some example info to illustrate this better (for the slow person I seem to be about this)!   Thanks!
