No Rights to run a named user or concurrent Client

 Recently upgraded a development environment to v13 and we're unable to login via the Thick or Web client.  It looks like some form of licensing issue.  We can't launch any Client to view the workstation registration window to update any license.  We can access configuration with no issues.

 

 

This triggers the under noted error in the event logs:

 

Any assistance appreciated.  - Note we cannot log into the Web Client either.
