I'm unable to send emails using the unity management console app.

i have added the send emails in unity management console

confirmed the workflow timer is set up as unity scheduler timer and not legacy timer.

still not able to receive emails

I would check to make sure your Distribution Service Settings have been properly configured (OnBase Config > Utils > Distribution Service Settings).

I would also run Diagnostic Console on the server running the Unity Scheduler service to see if there are specific errors that are being thrown. You will want to make sure that the Unity Scheduler service is properly configured to log messages. You can refer to the following section of the MRG:
