When attempting to get a licence upgrade code, I pasted my code to upgrade and in the Response code section, I got the following message instead:

Due to product adoption restrictions, a response code cannot be issued. Please contact tech support to obtain a challenge code response.

The issue was I was pasting a certificate/license upgrade code into the Database upgrade code box.  Using the Certificate upgrade code page instead worked!
