Creating a new blank database

I would like to setup a new sandbox and do not want to include all of the data that is currently configured in our other environments. I want to start with a new fresh database. I dont seem to be having any luck trying to create one. Is there a script that I can run that will create the database and all of the tables?

Configuration Migration (rebuilt as Test System Creation in 18) will be your best bet.
