Not sure if this is what you were looking for, but for Epic downtime, we scan and keep a paper copy of reg. documents, etc. and then scan them into Epic when it comes back up.
During our last upgrade, both Epic and OnBase were down (so downtime for both systems), long story short; we won't take that route in the next upgrade (coming up years end).
