With Visual C++ 2017 installed already, a workstation won't allow 2015 to be installed (older version).
I've heard Visual C++ has never really been backwards compatible, so this seems like it could be an issue.

Pete, I'm not sure if you still need this or not, but Microsoft has an install of this that includes 2015, 2017 & 2019

I have tested this out today while working on getting some of the installers in SCCM and have had no issues.
