Exporting a flat file including MIKG

I am trying to export a flat file that includes keywords from a MIKG. When I run the export flat file it includes all of the keywords that are not in the MIKG but only the first instance of the ones that are. Is there a way around this?

With exporting all instances of a MIKG ...

1. Does this work with Onbase 13??,  as a custom workflow task using the API??

2. Can we initiate it once the user hits the submit button on the form as an initial queue task??

or

2. Should be have a discrete task item in a workflow??

Would you have any samples or examples of this process?
