Where can I find documentation on "EditableUserProperties" that are part of the ChangeUserProperties method?

Seth,

EditableUserProperties are things such as Email Address, Named Client License, Named Workflow License, Named Workview License, Password, Primary User Group, and Real Name.  So it would allow you to edit those.
