Append Page To Existing Document while Importing a document is grayed out

I have a user that is trying to import a document and append it to an existing document.  Using click and drag or File, Import does not give her the "Append Page To  Existing Document" option.  It is grayed out.  How do I make this available?  Thanks.

Could be a few reasons.

1. Document is locked
2. Document Type is set to read-only
3. User does not have Modify rights to the document type
4. Existing document is not an image format
5. Document they're importing is not an image format

Has the user filled in the keyword information or selected the document type group/document type?  Once some of these settings are selected it should then should make this option active -- it won't be 'active' initially.
