The short answer is yes. You haven't really been particular clear with exactly what you want to do or what you mean by the admin account. If you think of the "admin" account as being the Alfresco system then activity e-mails with be sent by default (as well as workflow relating e-mails). It's also possible to configure folder rules that fire e-mails. If you provide a more detailed use case then someone might be able to provide a more concrete answer or even point to existing code samples that do what you want.
