error instead of login page

I'm evaluating Alfresco and I have installed the RC1 on Tomcat - Occasionally when I start up the application  I will get an error when first going to the app page instead of the expected login screen (or guest home view).  When I am getting this error I can still log in and access my content with no problems via WebDAV.  So far I have been able to fix the problem when it occurs by going into the Tomcat manager and stopping and restarting /alfresco, but I am wondering if there is an underlying problem I can fix to avoid getting this?

OK, so I have figured out how to get the error consistently:

If I restart Tomcat service:
I get the error described (and cannot login to the web client)
WebDAV works
In the alfresco.log, there is no Win32NetBIOS.dll warning

If I restart the /alfresco app in the Tomcat manager:
I can login fine
WebDAV no longer works
Get warning in alfresco.log that Win32NetBIOS.dll is not on the path

So it appears that WebDAV and the web client are not working for me at the same time (though yesterday when I shutdown they were!)  Any ideas?
