womdering why Contributor do not have version or upload new version

Dear All,
was installing latest CE, was checking the features
found that in my case, contributors do not have the in the "document action" much privleges, I fell they should have "upload new version" privileges.
Why by defaults contributors do not have such privileges in the section "Document Action"

Hello,
the Contributor role is intended for users that only add new documents but do not modify / update existing documents. As such they can by default not upload new versions. There is the complementary role of Editor which can not create new documents but edit / update existing ones. The Collaborator unifies those distinct roles into a create and edit/update role.
This all is by design and should be documented in docs.alfresco.com
