A bit of additional information would be helpful, because this isn't a common issue. Are you using Tomcat? Do you see any stacktraces in the Tomcat log? Please provide some more information.

Ok, that's strange indeed. Can you throw away the temp folder in Tomcat and see if the error comes back again?

And you downloaded the latest Activiti distribution (5.16.4) and just deployed the Explorer app to a clean Tomcat instance? Which version of Tomcat and which version of Java are you using?
