Users should only have viewing permission

Hi… Can anyone help me regarding my problem?

I want to have a permission where the user can only view the files in Alfresco Share but they shouldn't have the permission to download the file.. how can i do that? because when i change the permission to "consumer" that user still has the capability to down load the file which is not suppose to happen.

Please help me regarding this one..)

I don't think you can do this out-of-the-box. It is going to take a fair amount of customization. For example, you'd probably have to add a new role ("Viewer", for example) that can see the node and its properties, but not content. Then, you'd have to customize the Share UI to hide certain links (like "Download") from people in that role.
