User no admin with permissions to create categories

Hi all,

I have a question. The admin user is the only user who can create categories? Is it possible to configure Alfresco to allow another user to create categories but has no other admin permissions?

We use Alfresco and have created a category tree to classify documents. This category tree change very often so we want to allow other users to create new categories.
