Tagging Service

I have recently installed the Community Edition (v3.3g Windows 32bit on XP) and have it up and running.
I am looking for functionality that allows me to add tags to content i have uploaded or created but cannot for the life of me find it. I have searched the forums and there are references to the tagging service. Do i need to do some configuration before i am able to make use of this tagging service?
To clarify, i want to use tags so that i can assign content to multiple categories, as is offered in many online services, for example del.ici.ous or flicker.
Any help much appreciated.

Thanks for those pointers. I had come across them. Was hoping that tagging functionality would be available out-of-the-box. Without having to code/customize.
