rules and folder/file permissions - workflow

When hovering a file or folder, the options appear and underneath more there is "manage rules".
What I cannot find however is how to set a rule, which makes every new file in that folder having the role permissions set.

I would like to have any new file or updated file have the permission set to consumer: no privileges.
And after that have a workflow started on that file for approval. Approval will then cause the file to be available for consumers. consumer: consumer privileges.

Is this a possible rule?

To clarify a little bit: if I upload the file, you want to remove all privileges I had on that file?
Or you want consumers not to be able to have privileges? The first one regards the file perms, the second one is about the parent folder, if I understand correctly.

Good morning Zlatko,

The flow is like this: a site manager or collaborator named 'x', uploads a file/folder.
Untill approved by manager or collaborator 'y', consumers in that site should not be able to see this file/folder; "no privileges".
After approval by 'y' the privileges on that file/folder will be "consumer privileges".

I figured I could set that in rules manager, but there is nothing on privileges there.

Is there some way or workaround to achieve this?
