Restrict user from downloading files to his PC

I would like to restrict users from downloading contents to their PC for a specific content. Kindly advice the way forward.

Check out Alfresco Labs 3.0. It has Flash based document preview. http://wiki.alfresco.com/wiki/Alfresco_Labs_3_Feature_List#Site_Component_-_Document_Library. Users do not have to download the document. Customise the client to only show the Flash Preview based on permission.
