Properties with no Content

I would like the user to be able to add a record/content and edit properties without having to upload a file or create an html/text document. 

Instead of uploading/creating a file, the user will only fill out a set of custom properties fields, which will be used as a report.

Is this possible?

I was able to override the Create Content Wizard, using this article as a guide: http://wiki.alfresco.com/wiki/Customising_The_Create_Content_Wizard 

I removed steps 2 and 3 from the original create content wizard, and modified the details JSP for step 1.
