Manipulate the users by web services

It says (but I'm not sure) is not possible access to the users by the web services.
Is this true? If this is possible , what are the class for do this? Are there any example ?

I have found this:

Using the Web Services API to Create Users
You may also use the web services API to programmatically create users in Alfresco.
This is useful if you already have another software application to manage users and
you would like to create users in Alfresco from that application as needed.

But there is not explained the way to do this.
Somebody do you now any example o tutorial?

There's also a web script to create a person,  POST to /api/people

You can, create, delete, manipulate users through WS.
There are posts in this forum related to that object, if you cant find one i'll link you some.
