how to search all users in ldap server

i logon with admin account , create one space , and want to invite some users to be the readers for that space , but only users who have ever logon are in the search list , not all ldap users , why ?
should i check something in  ldap-authentication-context.xml

This is because you only do the authentication. To get all users you need LDAP synchronization. Please check: http://wiki.alfresco.com/wiki/Enterprise_Security_and_Authentication_Configuration

Tip: It's good DM practice to assign users to groups and groups to spaces. Assigning users directly to spaces could result in an ACL nightmare in the (near) future
