How can I send a JMS message when content changes?

So when a piece of content changes (add, edit, or delete) I need to send a message to a JMS server with the document's ID.

How would I do this?

My first thought is to  use a Node Service policy to put a message on your JMS queue.  

Another fairly new to alfresco approach is to use the "transaction log", which is how solr tracks the repo.
