Configure WCM 2.1.0

Hi All,
I downloded alfresco-community-wcm-2.1.0.zip and unziped in Alfresco directory and unziped it. I moved the file wcm-bootstrap-context.xml to the Alfresco extension directory. for tomcat the directory is at: (Windows) C:\Alfresco\tomcat\shared\classes\alfresco\extension and I restarted the Alfresco Server, After restarting I checked that the WCM installation is not successful. There are no following additional spaces in Alfresco repository:
1-Web Projects in Company Home
2- Web Forms in Data Dictionary

Please help me to configure WCM.
