I've worked out the issue.
It has nothing to do with Tomcat or MySQL.
It's got to do with space rules.
I have a check-in space rule, which is configured thus:
1. in the select condition field, choose ALL ITEMS.
2. Click ADD TO LIST and click NEXT.
3. From the SELECT ACTION field, choose CHECK-IN CONTENT.
4. Click SET VALUES AND ADD.
5. In the SET ACTION VALUES window, click OK.
6. Click NEXT.
7. In the ENTER DETAILS window,
- from the TYPE field, select INBOUND.
- in the TITLE field enter "Check-in rule".
- in the DESCRIPTION field, enter a description for the rule
- check APPLY RULE TO SUB-SPACES
8. Click NEXT.
9. Click FINISH.
Now try to check something OUT.
If you click on the filename to edit or download you'll get the HTTP error mentioned in the original post.
If you go to the space the file is supposed to be checked-out in, you will see there is no copy created.
