Im evaluating alfresco for the past weak though im not a developer, im trying to achieve the following features:
action record menagment - smart categorizing ,filtering and realetions, flexibility in exporting records
document manegment - taging and smart  metadata search
end user experiance must be not to hard to use and support

The reason why no one replied to this is probably because it isn't a question. Alfresco does Records Management and Document Management. The user experience speaks for itself. You can download Alfresco for free and give it a try.

It has been a while since this was first posted. Hopefully by now you've given it a try and you've gotten your questions answered. If not, feel free to create a new post, but be very specific about what you are asking so you'll have better luck.
