I would like to know whether a registration to Nuxeo Online Services is required to have access to the updates and security hotfixes for the Nuxeo platform. Is there another way to get access to these ? It seems that the price of Nuxeo Online Services would be prohibitve for my small team.

Yes, installation form the Marketplace of hotfixes and security patches requires contracting a subscription to Nuxeo Online Services. If your instance is not registered with still valid registration token, it will stop working properly.
