It cannot be made queryable without performance issues at the moment. We'd like to update the storage model to allow it to be queryable (along with other similar content stream attributes) but this hasn't been scheduled. Basically this is waiting for a customer push.
The reason why it's not queryable is that content streams can actually be stored in quite different ways depending on the document types (File, Note, Picture...).
