XML components / element controls?

In the 2.1 Q&A, someone (I think Kevin Cochrane) talked about XML component management using "element controls."  The example given was having a form/XML representing a book, and it references other forms/XML representing each chapter.

I can't find any reference to this functionality on the forums or the wiki.  Can someone please post some links?

I listened to the answer on the podcast a couple more times, and I figure he's talking about using the file picker control for the xs:anyUri type.  I knew about this but on first listening I thought he was talking about something else.
