work flow getting error message when closing

Hi All
In workflow when the user tries to close the workflow he is gettin the error

org.alfresco.repo.security.permissions.AccessDeniedException: 03231575 Failed to update task with id 'activiti$12634'. ‍‍

Any other errors in logs?
May be you are trying to move the document in this stage of workflow and current user does not have right to do so.
It will be more clear if you look in to the logs.

This error is throwing because, the user who has not started workflow is trying to save and close, which he should not.That is the reason he is getting error
Now The user who started the worksflow, does the save and close message this error message is not shown.
Now this behaviour can be a bug, where could I possibly post it
and  How could I customise this message, saying that "You do not have the permission to close the workflow, since u did not start it "
