Which role to :- Move documents between folders within the

I want to give some users permissions to move documents between folders, which role should I give.
Giving the permission, will the user get permission to delete the files also. I think it should be because you are moving, moving is actually  removing it and keeping it in another place

I am searching on what type of role should I give, so that user can move the documents but not able to do much harm by deleting

It can be achieved by giving the user the role of manager.
But giving so will be giving the user lots of permission.
How could I give the user 'move permission' without giving him the manager role
