I would like to investigate whether alfresco tools can assist with client communication development

Which Alfresco "tools" are you referring to? Alfresco provides "products" for ECM and BPM, as well as "modules" for those products.
What specifically do you mean with "assist with client communication development"? Are you referring to supporting communication processes with a business client through use of processes, document distribution and/or collaboration, e.g. as part of processes in marketing or sales? Then either of the Alfresco products may potentially be relevant depending on the detailed use case. If you are talking about client communication development in terms of server-client communication then it is unclear what specific assistance you are looking for from Alfresco "tools".

I would like to know which product will allow me to design and develop client communication e.g. a fund statement for a client and after the template is designed to send it to the client.

I take that to mean you need a tool to actually design / draft a document. Well - Alfresco ECM is a platform that you can use to "manage" your documents and templates, but it does not provide much functionality to actually draft / design the contents of these documents and templates. That role is reserved for actual client applications (typically Office-related products or line-of-bussines applications that generate documents).
Alfresco ECM can be used as a platform to provide access to documents and templates to external parties (clients) via access permissions / quickshare functionality.
Still it couldn't hurt if you could elaborate a bit more on your use case since it still is very abstract and one-sentency.
