Web Projects space does not appear

Hello,
My Web Projects space does not appear in the Navigator and I can't create Web Site's.
My environment is Windows Server 2003, Tomcat 6 and Alfresco 2.1.

Does anybody know what the problem might be?

Checking the basics first: did you install the WCM package?
