Using RM - whole company

I work for a State agency and everything we would put into Alfresco has to stay around for a while and would have a RM series attached to it.

NOTHING could not be controlled by RM.

So, does that mean for my purposes, I have to somehow create all my user home folders under Sites?

Is there a configuration option to root the user homes under a restricted "Sites" folder?

I assume then I would just ignore "company home" for everything but mandatory stuff, right?

if you are using alfresco's RM then the records to be managed need to be in the "RM" site.
