triggering metadata form

I have searched a great deal but found no answer… I would like to have a web script that triggers the 'edit metadata form' for any new content entering a folder. Can this be done? Ideally FME's 'metadata upload addon' would be great but we've no bucks.

Could you explain your complete scenario as If you upload any new content via webclient it already has a provision where it open up the edit metadata screen.
Why do you require WebScript.
All the dialogs can be opened by ActionService only.

i need help on this too. i cannot seem to find anything other than links to fme, who don't even reply back
