I was pretty happy to use jBPM and looking forward for new version of Activiti - hope to use it in some my projects.
From my side I will be happy to help Activiti team - for example by providing project hosting on EmForge.net.
In space in emforge you will able to use wide range of integrated tools: wiki, tasks, forums, blogs for project news, files, integration with svn (for browsing - but if you like - you can also use svn hosting from EmForge). EmForge based on Liferay, so, some other portlets from Liferay (currently hidden from other users of EmForge) may be provided. Of course I will help with migration of current forums from phpBB to EmForge forums.
If Activiti team will found it possible to use EmForge for collaboration - Activiti team will be "Premium" customer for me and alway get best support as possible
In some cases EmForge not so powerful as Jira (for example in terms of task-management) - but we actively working on it's improvement and will able to implement any new functionality required by customers).

Out-of-box - no, for now end-users cannot change theme, set of pages or content of pages - this content is fixed for end-users, project admins may only change project description displayed on the first page.
But, since I can enable this functionality for specific project, so it will be possible to use custom theme (I will implement it for you), own set of pages and content of pages - Liferay (used in background) is quite powerful CMS and allow to build powerful sites.
So, you will able to ue EmForge as Liferay (with full of it's functionality like CMS, Forums, Blogs and so on) plus EmForge specific portlets (like Tasks or Code-Browser).
