Setting Up Accept/Reject Folders

I've set up three folders (pre-approval, approved, and rejected). I have a simple workflow that links the three of these folders together so that when a document is approved, it is sent to the 'approved' folder and when a document is rejected it is sent to the 'rejected' folder.

I am hoping to protect the 'approved' folder so that it cannot accept unapproved or pre-approved documents. For example, if I upload a document into the 'approved' folder, I would want it to be transferred to the 'pre-approval' folder because it hasn't yet been approved. If a document is approved, I still want it to be able to be moved into the 'approved' folder. How do I go about setting this up correctly in the rules?

I've tried using the status criteria, but I haven't any luck setting it up right. I've only gotten one part to work at a time.

What you'd like to be able to do is set a property on the document and then have your approved folder only accept documents that have that property set. The challenge is that the simple workflow only does a move and nothing else–it can't do a move and set a property at the same time. If the requirement is to set this up only using folders and simple workflows, perhaps what you need is an "approved in flight" folder which has a rule that simply sets a status field and then moves the doc into the final approved folder. Then, you can you have a rule on the approved folder that rejects anything that doesn't have that field set.
