replace any configuration

Hi i want to replace some configuration in alfresco for this

i update File web-client-config-custom.xml file
with
<config evaluator="string-compare" condition="Languages" replace="true">
      <languages>
         <language locale="fr_FR">French</language>
         <language locale="de_DE">German</language>
      </languages>
   </config>
but there is no change i my GUI of login Page. i restart tomcat or restart PC also but no change i follow

you need to post the content of web-client-config-custom.xml under "code" tag.
This is not visible properly.
