Records Management failure

Folks:
I have just installed the Records Management amp, and tried to create the Site.
However, when I click Save, I get:
00160426 Failed to execute transaction-level behaviour public abstract void org.alfresco.repo.node.NodeServicePolicies$OnCreateNodePolicy.onCreateNode(org.alfresco.service.cmr.repository.ChildAssociationRef) in transaction bc4bb481-946b-4856-9d73-349fc786b944
Does this indicate some kind of permission error, or? I am doing this as "admin."

That is the complete content of a pop-up box that appears when I click Save for the Records Management Create Site form.
If I go in to the Repository Browser, there is no Records Management Site, either before or after attempting to create the site.
This is a 4.2.f CE system.
Is there anything more that I can give you?

In working with "AFaust" on IRC, we found that when trying to install Records Management in 4.2.f, you need to create a user named "rmadmin," before RM will work. This user does not need any specific privileges or groups, just to exist.
