read-only for specified users?

I need to enable some properties only for specified users.

I mean, a kind of evaluator for the read-only property, only enabled if user is admin or coordinator.

Same here

but with a different twist (all have the same permission level (i.e. Editors))

Scenario:
an editor can edit properties of aspect1 and only read those of aspect2 for a content in folder1.
When the content is moved to folder2, an editor in folder2 will have the ability to only read aspect1 properties and edit aspect2 properties.

Can this be done?
