Is it possible to hide a whole progressive panel?
I mean like the shelf? Or not?
I think I could do it with a boolean value and permission evaluators.
but maybe there's also another way?

Yes it is - by simply collapsing a panel that does not have any "adornments" - the Shelf is wrapped by a progressive panel, but that panel does not have any graphics so you can't see it e.g. no title or border graphics. It is completely controlled by code rather than by the user clicking on the panel itself.
